Your headline doesn’t make a lot of sense. I think you should change “Could” to “Did”
If that guy is correct, which I think he is. Then those people who said that Katrina was God’s judgement on America, were wrong. And one could argue that God sent the hurricane to force the evacuation of New Orleans which saved thousands of people.
